Chief Engineer / Licensee (Civil)

Position Summary
The Chief Engineer is responsible for the overall management of engineering, maintenance, building systems, utilities, safety, and technical operations of the property/facility.
The position must ensure that all engineering systems operate safely, efficiently, reliably, and in compliance with applicable laws, regulations, and company standards.
Where required by law or business operation, the successful candidate must hold the appropriate professional engineering license/certification.
Key Responsibilities
Engineering Operations
• Manage all engineering and maintenance activities.
• Ensure reliable operation of electrical, mechanical, plumbing, HVAC, fire protection, water, and other building systems.
• Establish preventive and corrective maintenance programs.
• Monitor equipment condition and minimize operational downtime.
Maintenance & Asset Management
• Develop and maintain preventive maintenance schedules.
• Maintain accurate equipment and asset records.
• Plan repair, replacement, and capital expenditure requirements.
• Monitor contractors and external service providers.
Safety & Compliance
• Ensure compliance with applicable engineering, safety, environmental, and building regulations.
• Maintain required licenses, inspections, certifications, and statutory records.
• Ensure fire and life-safety systems are properly maintained and tested.
• Identify technical risks and implement corrective actions.
Energy & Cost Management
• Monitor electricity, water, fuel, and other utility consumption.
• Develop initiatives to improve energy efficiency and reduce operating costs.
• Prepare engineering budgets and monitor expenditure.
Project Management
• Support renovation, construction, expansion, and improvement projects.
• Review technical specifications and contractor proposals.
• Monitor project quality, cost, and schedule.
Team Leadership
• Lead, coach, and develop the Engineering team.
• Establish work standards, procedures, and performance expectations.
• Ensure adequate manpower coverage and technical competency.
Qualifications & Experience
• Bachelor's degree or diploma in Engineering or a related technical field.
• Appropriate professional engineering license/certification where legally required.
• Minimum 10 years of relevant engineering experience.
• Previous experience as Chief Engineer, Engineering Manager, or similar senior technical role preferred.
• Experience in hospitality, property, facilities, construction, or large-scale facilities is preferred.
Required Skills
• Good to excellent spoken and written English.
• Strong in AutoCAD, Revit is a plus
• Structure knowledge is a plus
• Strong in fin finishing work knowledge
• Strong technical knowledge.
• Strong understanding of preventive maintenance and building systems.
