Key Responsibilities (Pre-Opening Phase):

Strategic HR Planning & Setup:

Develop and implement the overall HR strategy, policies, and procedures aligned with the hotel's brand vision and operational goals, ensuring compliance with Thai labor laws.

Establish the entire HR department infrastructure, including HRIS (Human Resources Information System), payroll systems, performance management tools, and employee records management.

Create job descriptions, organizational charts, and staffing guides for all departments.

Recruitment & Talent Acquisition (Mass Hiring Focus):

Lead the entire recruitment cycle for all levels of employees, from executive to operational staff, covering a wide range of departments (F&B, Rooms, Spa, Sales & Marketing, Finance, Engineering, etc.).

Develop and execute comprehensive recruitment campaigns (local, national, and international as needed) including advertising, career fairs, and networking.

Implement efficient screening, interviewing, and selection processes to attract and hire the best talent in a competitive market like Koh Samui.

Manage the offer letter process, background checks, and pre-employment requirements.

Compensation & Benefits:

Design and implement competitive compensation and benefits packages (including base salary, service charge, incentives, health insurance, provident fund, staff housing/transportation if applicable) that attract and retain top talent in Koh Samui, benchmarking against local market rates.

Oversee payroll setup and initial processing.

Onboarding & Training:

Develop and execute a comprehensive pre-opening and ongoing onboarding program to integrate new hires effectively into the company culture.

Identify initial training needs for all departments and coordinate/deliver essential pre-opening training programs (e.g., brand standards, service excellence, safety, departmental cross-training).

Foster a culture of continuous learning and development.

Culture & Employee Relations:

Champion the company's values and build a positive, supportive, and engaging pre-opening work environment.

Establish clear communication channels and build strong relationships with all new employees.

Proactively address potential employee relations issues and lay the groundwork for effective grievance procedures.

Legal Compliance:

Ensure full compliance with all Thai labor laws, regulations, and industry standards, including work permits and visas for expatriate staff if applicable.

Develop and implement essential HR policies in line with legal requirements.

Qualifications:

Bachelor's degree in Human Resources Management, Hospitality Management, Business Administration, or a related field. Master's degree is an advantage.

Minimum 5-7 years of progressive HR experience, with at least 2-3 years specifically in a "Pre-Opening" role within the hospitality industry (hotels/resorts).

Demonstrable experience in mass recruitment and building an entire workforce from scratch.

In-depth knowledge of Thai labor laws, social security, and immigration regulations is essential.

Proven ability to design and implement HR systems, policies, and procedures from the ground up.

Strong understanding of compensation and benefits benchmarking in the Thai hospitality market, particularly in tourist destinations.

Exceptional leadership, communication (both written and verbal), negotiation, and interpersonal skills.

Highly organized, detail-oriented, proactive, and capable of managing multiple priorities under pressure.

Proficiency in HRIS platforms and Microsoft Office Suite.

Fluent in both Thai and English (written and spoken) is mandatory for effective communication with local staff, management, and international guests/stakeholders.

Ability to relocate to Koh Samui or already residing there.
